Introduction

The International Council for Employment and Empowerment (ICEE) is a flagship initiative of Sanjeevni Welfare Samiti, established with a mission to foster inclusive, sustainable employment and promote socio-economic empowerment across India and beyond. ICEE serves as a dynamic, knowledge-driven, and action-oriented platform committed to enhancing the livelihoods of youth, women, and marginalized communities through strategic partnerships with national and international institutions.

ICEE focuses on bridging the critical gap between education, employment, and entrepreneurship by delivering integrated programs in skill development, career readiness, employment facilitation, mental wellness, and entrepreneurship promotion. With a strong emphasis on collaborative action, ICEE engages with government agencies, industry bodies, civil society organizations, and academic institutions to create scalable, impactful solutions that advance equity and opportunity for all.

Objectives of ICEE

To promote inclusive and sustainable employment opportunities for youth, women, persons with disabilities (PwDs), and marginalized communities through skill development, career counselling, and entrepreneurship.

To bridge the gap between education and employability by facilitating vocational training, digital literacy, life skills, and technical education in collaboration with industry and academic partners.

To strengthen job placement systems through partnerships with national and international employment platforms, employment exchanges, and private sector recruiters.

To support self-employment and entrepreneurship development among underserved populations, including gig workers, street vendors, and informal sector workers, through mentorship, incubation, and access to resources.

To promote health and mental well-being as integral to employability by facilitating access to primary health services, awareness programs, mental health support, and socio-medical rehabilitation for the underprivileged.

To advocate for social justice, gender equity, and inclusion by protecting the rights of SCs, STs, OBCs, minorities, women, and workers through awareness, policy engagement, and legal facilitation.

To provide support for women and child development, including initiatives such as Bal Vikas Kendras, girl education, self-defense training, and empowerment of widows and nirasrit (destitute) women.

To promote environmental sustainability and community resilience through clean and green initiatives, sanitation drives, climate adaptation, and disaster rehabilitation programs.

To develop robust monitoring and evaluation mechanisms for assessing the impact of programs, piloting innovations, and promoting research, data systems, and evidence-based policymaking.

To mobilize financial, technical, and human resources from CSR, government schemes, donor agencies, and international collaborations to strengthen program implementation and sustainability.

To foster cross-sectoral and international partnerships for knowledge exchange, innovation, and collective action in advancing the global agenda of decent work and economic growth (SDG 8).

To build awareness and engage communities through Information, Education and Communication (IEC), events, social media outreach, and grassroots mobilization to drive inclusive employment reforms.

Organizational Structure

To operationalize its mission effectively, ICEE follows a decentralized yet integrated governance structure. The council is guided by a Central Governing Body and supported by the following seven specialized sub-committees, each aligned with ICEE’s core thematic areas:

Education and Training Committee

Focus: Education access, skill development, capacity building
Key Functions:

  • Promote mainstream education among underprivileged populations
  • Facilitate adult education and scholarships
  • Offer career counselling and vocational guidance
  • Conduct skill gap assessments and digital/technical/soft skill training
  • Collaborate with training institutions and educational bodies

Employment and Entrepreneurship Committee

Focus: Job placement, self-employment, economic empowerment
Key Functions:

  • Facilitate wage employment and economic placement
  • Create linkages with national and international job platforms
  • Support gig workers, street vendors, and informal workers
  • Promote entrepreneurship and self-employment ventures
  • Maintain a digital registry of job seekers and job providers

Health and Wellness Committee

Focus: Accessible healthcare, mental health, PWD support
Key Functions:

  • Establish primary health services (AYUSH and allopathy)
  • Organize wellness drives: vaccination, nutrition, drug de-addiction
  • Provide mental health and geriatric care services
  • Implement socio-medical rehabilitation programs for PwDs

Collaborate with health agencies for community outreach

Social Justice and Empowerment Committee

Focus: Rights advocacy, social inclusion, women’s and child development
Key Functions:

  • Safeguard the rights of SC/ST/OBC/Minority and informal labour
  • Organize events and publications on Dr. B.R. Ambedkar’s philosophy
  • Conduct anti-corruption and anti-child labour campaigns
  • Promote SHGs, women empowerment, and gender safety
  • Run Bal Vikas Kendras and girl education programs
  • Support widows and destitute women with livelihood options

Clean and Green India Movement Committee

Focus: Environmental awareness, sanitation, disaster response
Key Functions:

  • Promote eco-friendly practices and green infrastructure
  • Implement sanitation and waste management programs
  • Raise awareness on pollution control and climate resilience
  • Coordinate disaster response and rehabilitation efforts
  • Engage youth in clean India campaigns

Impact Evaluation Committee

Focus: Monitoring, research, and innovation
Key Functions:

  • Monitor and evaluate program effectiveness
  • Conduct baseline/endline assessments and pilots
  • Maintain data systems for impact tracking
  • Publish annual reports, case studies, and best practices
  • Innovate new models for employment and empowerment

Resource Mobilization Committee

Focus: Funding, partnerships, outreach
Key Functions:

  • Engage with CSR partners, donors, and philanthropists
  • Forge national and international collaborations
  • Drive publicity, IEC, media, and awareness campaigns
  • Organize community engagement and fundraising events
  • Expand membership and volunteer networks
